Comparative Study on the Causes of Poverty: The Influences of Social Structure, Welfare Institutions, Political and Labor Market Institutions and the Implications on Korea(1981-2012)

Abstract
This study is an of comparative poverty study to investigate the influences of social structure, welfare institutions, political and labor market institutions and to find the implications on Korea. This study accomplished pooled time-series-cross-sectional regression analysis appling Unbalanced Panel Design method based on the data of 1981~2012 involving Korea. As a result, the influences of socio-structural factors were inferior to those of welfare institutions. Because the power of left party can be enlarged, proportional election system provides a chance of intervention to overcome poverty. Nominal parliamentary system might as well be enlarged for the enlargement of pro-welfare left party, and it needs to reinforce pro-welfare orientation of center-left party with a change of the attitude of conservative party. It needs to introduce parliamentary cabinet system to establish proportional representativeness of government operation and to resolve the cleavage between parliament and cabinet. Protection for regular worker was the most important factor to alleviate poverty rate and union density had an effect also. As a result of correlation analysis, wage coordination appeared as a base of social coordination to mediate union density, welfare state, poverty alleviation, employee protection. Meanwhile, protection for irregular worker was not significant because of composition effect. But in Korea it needs to consider that irregular workers extraordinary represent a considerable share of total and to specially pay attention to protect irregular worker.
